The author focuses on issues of structure and process. As for structure, he points out that the current main building block of Thai decentralization, the tambon administrative organization (TAO), is too small for efficient and effective service provision. More feasible levels would be the district, preferably even the province. TAOs should be amalgamated into larger units, while their function should change from service delivery to being “interface[s] with their local populations in regard to resident preferences.” Provincial administrative organizations (PAOs) should concentrate on strategic planning and capacity-building, while many aspects of service delivery may be entrusted to sector-specific boards . As for the process of service delivery, Webster warns that one cannot merely assign new duties to TAOs and PAOs without implementing a substantial program of capacity-building. Moreover, local governments need proper advance knowledge about how much budget they will have at their disposal in any given fiscal year. Municipalities should take the occasion of power, personnel, and finance transfers to re-engineer themselves. In order to generate reliable knowledge about Thailand 's decentralization process, and to allow appropriate reaction to deficiencies, all local government units should be subjected to “technical monitoring and assessment systems.”
